Time Synchronization predated Hyper-V. The conventional method is to setup the DC with the PDC Emulator role to synchronize with the outside time source. Since Hyper-V does time-slicing and some other stuff, I prefer to still setup my DC to get its time from the outside and let everything else sync with it.
